ON THURSDAY, 21 OCTOBER, 5TH SESSION PLENARY MEETINGS OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD
Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine at the beginning of the morning meeting informed on the results of the parliamentary work during the plenary meetings on 21 October.
People´s Deputies presented the propositions and announcements.
Chairman informed on the proposition of 5 Parliamentary Committees to scrutinize the bills on amendments to certain legislative acts of Ukraine regarding the fighting against children pornography and Amendments to the Article 1 of the law "On State Support and Peculiarities of Functioning of "Artek" and "Moloda Hvardia" Children Centers."
The Bill on Amendments and Supplements to certain Laws of Ukraine (re Struggle with Dissemination of Child Pornography) was presented by Pavlo Unhuryan.
The bill (Reg.№3271) envisages the strengthening of the struggle with the produce, dissemination of child pornography, involvement of minors in such a production. In particular the amendments are introduced to the Law "On Telecommunication", according to which the telecommunication providers are obliged to informed law enforcing bodies on all the case of detection of produce sell or dissemination of child pornography.
The Bill also proposes to oblige the telecommunication services consumers to inform the telecommunication providers on all the facts of detection of produce sell or dissemination of child pornography, traces of race and national intolerance etc. According to the Amendments to the Law "On Protection of the Social Morality" the term "production of pornographic character" with the participation of a child or their image is determined.
The People´s Deputy stressed the importance of the Bill as due to the non-regulation legislation in the sphere, Ukraine is one of the leaders-countries on children pornography dissemination.
The Verkhovna Rada has adopted the Bill as a Basis by 404 votes.
Parliamentarians voted for the reduction of the preparation term for the second reading.
Pavlo Kostenko, Chairman of the Committee on Family Matters, Youth Policy, Sport and Tourism introduced the Bill of the Law "On Amendments to Clause 1 of the Law of Ukraine "On State Support and Peculiarities of Functioning of "Artek" and "Moloda Hvardia" Children Centers"
Pursuant to the Law, the said children centers are State-owned enterprises referred to the central executive authority body authorized to settle the matters concerning organization of children´s health improvement and recreation.
The Bill was adopted as a basis and in its entirety by 367 votes.
The People´s Deputies discussed 4 Bills on Amendments to the Law "On Amendments to the Item 1 "Conclusive Principles" of the Law "On Safety and Quality of the Food Products." The Bills principles were presented by their authors.
The Verkhovna Rada of Ukraine has adopted one of the bills in its entirety as a law - "On Amendments to the Item 1 of the Chapter XI "Conclusive Principles" of the Law "On Safety and Quality of the Food Products" (re the Realization of the Home Made and Homestead Slaughter Food Products), author of which is the People´s Deputy, Mykola Prysiazhniuk. The legal act introduces the amendments to the effective law on suspension of the prohibition on realization of unboiled milk, cheese, carcasses or its arts selling on agricultural markets to the 1st January 2015. The decision was adopted by 416 votes.
The People´s Deputies scrutinized two bills concerning appointing and dismissal order of the judges from the administrative offices. One of these bills, author of which is Olna Shustik was adopted as a basis.
The Verkhovna Rada has adopted three Resolutions on implementation of the city borders: Saky, Autonomous Republic of the Crimea, Putyvl, Sumy regions, Kamin-Kashyrskiy, Volyn region.
In the end of the morning sitting, the Parliamentarians scrutinized number of the bills on judges appointing and adopted certain decisions.
At the beginning of the evening sitting People´s Deputies scrutinized the Bill "On Organization and Order of the Verkhovna Rada of Ukraine Activity"
The Verkhovna Rada adopted the Bill as a basis and in its entirety by 366 votes.
Parliamentarians heard four bills regarding the amendments to the Constitution of Ukraine for the adjoining them to the agenda and direction for the Constitutional Court judgment.
As a result of the discussion all four bills were not upheld.
The Verkhovna Rada canceled its resolution regarding the adoption on 23rd June of the current year the Law "On Amendments to certain legislative acts of Ukraine aimed at the Negative Consequences of the World Finance Crisis Overcoming" (380 votes).
The People´s Deputies ratified: The Protocol on Responsibility for and Compensation of Damages inflicted by the Transboundary Transportation of Dangerous Waste and its Liquidation; the Amendment to Supplement B to the Kyoto Protocol to the United Nations Framework Convention on Climate Change; Protocol Additional to the Geneva Conventions of 12 August 1949, and relating to the Adoption of an Additional Distinctive Emblem (Protocol III); the Agreement between the Government of Ukraine and the Government of the Republic of Singapore regarding Prevention of Double Taxation and Income Tax Evasion, and the Protocol to it; the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Tajikistan on Air Service; the Agreement between the Cabinet of Ministers of Ukraine and the Council of Ministers of Bosnia and Herzegovina on Air Service.
In the end of the evening sitting, the People´s Deputies scrutinized amendments to the Law of Ukraine "On the State Budget of Ukraine for 2009"
As a result the bill was adopted by 235 votes.
Then the evening meeting was closed.
Next plenary meeting would be held on Friday, 23 October.
